Unfortunately, that still wouldn’t cover fansubs. Much as I like fansubs, those are derivative works without a fair use exception. (Besides which, the fair use exception has various factors which weigh into whether the work qualifies for the exception, such as commercial or educational use, the nature of the works, amount of the original work used, and whether or not the parody detracts substantially from the original’s marketability.)

Personally, I find that the US copyright holders of anime/manga works tend to overreact. Yes, they do technically ‘own’ the rights to any segment of their shows being shown in the US, every clip, every picture, and those rights aren’t exactly cheap. But a clip (such as an opening or ending sequence) isn’t really going to hurt their business. In fact, if they’re really worried, they should distribute specific clips themselves as a good marketing ploy. But… they’re probably just going for a blanket cover of all the ’stuff’ they ‘own’–with a sense of ‘it’s mine and no one should have but me and the people who bought it from me!’. Greedy, egotistical people. I’d probably buy more if they didn’t generate this negative sense of selfishness against them. And if I was made of cash… :(

I’ve never actually seen any YGO, except for maybe a few dub episodes, but still YGO: Abridged is the best anime parody I’ve ever seen! XD I love it.
